A Special Session was called last week because the Elections Committee called every student who signed the nomination forms. As it stands 169 signatures were validated, as we have not reached the 200 signature mark we cannot approve at this time. The Senate will have the committee’s recommendations and we will go from there. The Elections Committee called everyone that they could not validate/invalidate and left 3 messages for those individuals to call the office phone line. The Senate needs to decide whether or not to approve the slate as is, hold a special election in the fall, require the slate to acquire 200 more signatures by a determined date, or another method.

Election Committee: Mr. Cody Horlacher
- The Elections Committee called all the numbers on the nomination forms and did not reach the 200 threshold mark the Senate moved for the committee to meet in order to require the Andrew Whaley/Jacob Maki to be considered valid.
- Mr. Horlacher is bringing the committee’s report to the Senate for them to decide what to do with the elections.

1. Approve Slate As Is
- 85% of the signatures were approved of the 200 signatures
- Senator Stephen Jansen moved to approve the slate as is. Senator Curtissa McMillian seconded.
- The motion passes by simple majority 7-4-3.
- Senator Jansen moved to overrule the Speaker’s interpretation of the definition of the word “obtain” (Pertaining to the Standing Rules) The motion failed 2-9-3.
- Senator Karen Drydyk moved to suspend the Standing Rules 10.4e and 10.4h. Senator Jansen seconded. In order for the slate to be considered valid, these rules would need to be suspended in this case because of what’s stated in the Standing Rules.
10.4 E. Any slate or candidate seeking executive position must obtain two hundred signatures. Fifty must come from each individual district, and fifty additional signatures must come from any other UW-Whitewater students. The signatures must have phone numbers, addresses, and dates following the name. All signatures must be from current UW-Whitewater students.
10.4 H. All write-in candidates must file the required amount of signatures within two weeks of the approval of the election results.

The last meeting of the year went out with a bang! May 3rd’s meeting had 30 gallery attendees, great turn out! The meeting consisted of SUFAC’s recommendation on the Sustainability Fund, the Election Committee’s recommendation about the 2010-2011 Presidential slate, and 6 pieces of legislation in Unfinished Business. New Business contained information about Commencement & August Graduates. It’s been a great year everyone! Thanks for keeping up with the Whitewater Student Government blog! Congratulations to our Graduates and have a safe summer!!

Special Orders
Election Committee: Mr. Cody Horlacher
- Not all of the signature sheets signed by 200+ students for the Andrew Whaley/Jacob Maki slate were completely filled out at the top. This means there was no proof that students knew what exactly what they were signing.
- The Elections Committee did not validate the signatures and is now bringing their decision to the Senate.
Election Committee Decision Appeal: Sen. Andrew Whaley
- Sen. Whaley presented an appeal of the Election Committee’s decision on behalf of the Andrew Whaley/Jacob Maki slate disqualification.
- The motion to overturn the Election Committee’s decision to invalidate the Whaley/Maki slate signatures passed with a vote of 11-3-2.
- Sen. Abbott motioned to have the Election Committee validate signatures using the previous script under assumption of Andrew Whaley as President and Jacob Maki as Vice President until 200 signature threshold is met and if the threshold of 200 signatures is not ever met the slate will be considered invalid. If the signatures are valid or not the Elections Chair will submit a report in writing to the President & Vice President-Elect by 3 p.m. on Friday, May 7, 2010. If valid the President & Vice President-Elect will be considered approved by the Senate. This result will be sent over the Public Listserv by 5 p.m. Friday, May 7, 2010. If the signatures are invalid, the Election Committee will return to the Senate with a recommendation in special session at 7 p.m., Monday, May 10, 2010. The Senate passed this motion.
Student Issues and Concerns
Sen. Samuel Gilbert would like to asked the Senate and members in the Gallery to take a moment of silence for students who have passed away in the past year.
Rachel Mattke encourages Senators to update themselves on Robert’s Rules of Order, Standing Rules, and Constitution.
Patrick Broderick and the organization he is a part of will be putting together quarter sheets to explain what their meetings and org are about. He suggests that WSG put together something similar for students and gallery members.

SUFAC Recommendation on Sustainability Fund: Mr. Harry Draayers
- SUFAC Recommends WSG deny funding for the Sustainability Fund through Segregated Fees. SUFAC provided funding for major projects already.
- SUFAC feels the proposal is well written but feels they should seek funding from other areas other than student fees.

- Report
- Under “Old Business” (2) (a) for the UC observation deck plans: no additional trees will be affected. The project was supposed to start over summer; however, we could not approve the plans because there was a lack of consensus in the committee and the chancellors office. There are some additional places they would like to place the deck including: updating the old deck and having a dual deck system (one sun the other shade); having the deck more towards the intersection due west of the UC; and the final proposed spot was down towards the mall , which would over look the new water feature. (b) The Sawyer Memorial Garden (SMG) is going next to Upham. I know I mentioned that the sustainability garden was going there, that is actually going over on the north side of Roseman. The SMG has been approved by the chancellors office, hence the brown grass. Another update on the sustainability garden (c), it still needs to be approved by the chancellors office. The ROTC will be training in the Prairie and Friars Woods, there will be postings at the beginning of the trails to warn people of the military activities.
- Under New business: We approved the plans for landscaping of the UC & Moraine Hall (book rental). Just have to say the plans are pretty sweet! Also the Disc golf course has expanded to 18 holes (from 12). The on campus dis golf group asked the committee if they could put 3×6 concrete pads for tee boxes at the beginning of each hole; the committee approved approved. Student Issues and Concerns
Senator Stephen Jansen brought up a concern about having gallery members to be able to speak on the speaker’s list. Speaker Justin Schoenemann informed him that if the gallery attendees want to speak they may raise their hands and get on the speaker’s list.
Senator Hagen Kaczmarek feels when WSG has guests visiting campus for listening sessions it should be PRed better and we should have more of an inviting atmosphere for them.
President Tim Scully feels next year WSG should work towards getting the on-campus polling place to only be here for state and national elections because student interest is not there for local elections.

New Provost: Dr. Beverly Kopper
- Dr. Kopper is the new Provost at UW-Whitewater. She wanted to make herself known and introduce herself.
- She would love the opportunity to come back and is interested in hearing what WSG loves about Whitewater and would also like to hear our concerns.

LEAP Endorsement
- LEAP Initiative
- Sen. Karen Drydyk moved to endorse the LEAP initiative on the UW-Whitewater campus.
- General Education Review committee has worked hard and Sen. Drydyk has been a part of it. They’re trying to get at “What does it mean to be a college graduate?”
- Motion passed 16-0.
Rescind of Housing Guide Vote
- Senator Jansen made a motion to rescind the motion made last week on the housing guide decision.
- The motion failed 8-8.
- The President’s original veto stands.
S09-10:08 Declaration of Whitewater Political Bloc Formation
- S09-10:08
- A prospecting political bloc must: request the speaker be placed on the Agenda under special orders; present a ‘Reasoning of Creation’ document to the WSG body and present a proposed platform.
- Documentation must include: an official name and symbol other than ‘I’ or any other already used; a finalized platform; any current bloc members; and a set ‘Bloc Rules’
- The motion to pass S09-10:08 failed 13-3.

- Next week’s agenda will hold the proposal on it because the committee will have it finished.

- Plan to start landscaping outside on the Observer Deck. They’re taking it out and putting in a brand new one!
- The lines down by Upham Hall are representing the sustainability garden. It will circle the entire building.
- The ash trees will not be treated because Whitewater will be in a quarantined zone in a few years. They’re going to cut down all the ash trees to replace them with maple and birch trees. The only trees they’ll treat are the 75+ year old trees.

The meeting on April 12th started off with moving New Business to go after Speakers. We had two items under Speakers including the University’s Adoption of LEAP and Dr. Rios speaking about Non-Allocable Segregated Fees. A veto brought to the Speaker’s attention by President Scully was discussed and stands.

- The Senate moved to approve the election results with a vote of 14-0-2.

Non-Allocable Segregated Fees: Dr. Tom Rios
- The only changes from this year to next year in Non-Allocable Fees are: 2.09% change in Student Center, .72% change in Leadership Development, 6.22% change in Health Center, 25.74% change in Williams Center Addition, 4.55% change in Municipal Services.
- TOTAL NON-ALLOCABLE: 3.13% change
- TOTAL SEGREGATED FEE WITH TEXT RENTAL: 3.71% change
University’s Adoption of LEAP: Dean Mary Pinkerton, Dr. Lois Smith, Dr. Tom Rios
- “Our committee recommends that the university through its governance processes adopt and implement shared essential learning outcomes for all UW-W students earning a bachelor’s degree.”

- The Senate unanimously voted to table this item to next week’s agenda. The Speaker will put it under Unfinished Business.
New Business
Housing Guide Veto
- President Scully’s Memo
- The Senate needs 2/3 majority to override President Scully’s veto.
- A motion was made to override the Speaker’s decision of 10 minutes non-extendable debate time. The motion failed 6-9-1.
- Sen. Whaley moved to override the veto made by Pres. Scully. He feels we spent ample time discussing this decision and thinks we should stick with the decision the Senate made last week.
- Sen. Abbott thanked Pres. Scully for looking into the issue and has specifically put concerns public. She feels it’s in the best interest of the students to stand behind Pres. Scully’s decision.
- Sen. Jansen thinks the time Pres. Scully took to align his concerns was appropriate but disagrees. He brought up the response time and feels NoMoreDorms’s response time of 12 hours is adequate. Sen. Jansen agrees with Pres. Scully’s concern about seamless integration. He feels the Senate needs to be thinking more in terms of the future about E-mail and telephone services, instead of taking Pres. Scully’s opinion.
- Sen. Gilbert looked up the 2/3 clarification and found that 11 our of 16 Senators is needed to override Pres. Scully’s veto.
- Sen. Neerhof feels the Senate should stick with its original decision.
- Sen. Bomberg feels the Senate should follow through with the IT Committee’s suggestion of using CyberSolutions as the Housing Guide choice.
- It was clarified that this veto is not suggesting the Senate choose CyberSolutions, but only to strike out the decision of the Senate to go with NoMoreDorms.com.
- Motion to override the decision by Pres. Scully failed 8-8.
- Sen. Neerhof moved to reconsider the previous motion. The motion passed 9-7.
- Sen. Jansen moved to extend discussion for 10 mins. with the inclusion of the previous Speaker’s List.
- Sen. Drydyk feels this veto is bringing on wasted time and the Senate’s indecisiveness is negatively affecting the original need for a new housing guide. She thinks we need to override Pres. Scully’s veto.
- Sen. Jansen wanted to say whatever reservations we have against NoMoreDorms.com, don’t you believe we should have a working relationship with the company we chose? NoMoreDorms.com is closer to us and he feels CyberSolutions only throws money at the problem rather than work with us.
- Mr. Rogers, IT believes CyberSolutions is out of the question. He is in full support of supporting a local entrepreneur. He does not feel the necessary needs of the student government were shown in any proposal. He is also a believer of fair business and does not agree with the propaganda (targeted, biased information) that was sent to Senators who voted against the housing guide decision.
- Sen. Neerhof pointed out Pres. Scully’s point of whether or not we have a housing guide to provide service to students. Ms. Jan Bilgen says all contracts are negotiable but she would not do that without Senate approval. The contact needs to be changed because there were some things not stated clearly in the RFP such as terms and conditions that are mandatory by the state.
- Sen. Whaley wants to remind the Senators who they’re representing. Which website would they rather go to when in need of services? NoMoreDorms or our current site?
- Sen. Abbott brought to light the e-mails she received trying to persuade her to vote the opposite way she originally did. She feels she has gotten a chance to speak with students and none of the e-mails she received were from students.
- Sen. Drydyk feels the e-mails sent were representative of business owners trying to get business from WSG and should be expected as Senators.
- The motion on the floor is to override the veto by the President. The motion failed 9-7.
- President Scully’s veto stands.
Video to promote WSG: Mr. Lane Kimble
- Mr. Kimble is going to create a video to promote WSG for his class. He hopes to interview Senators for the video to give WSG a positive piece to put on our homepage, on Facebook, and YouTube.
- Project is due May 10th but Mr. Kimble would like to have a script ready

Reconsidering a motion is generally practiced on the day of a motion. The prevailing side is the only side that can reconsider a motion. A certain strategy could be that if you feel like a motion’s going to fail then you should agree to fail with it so you can move to reconsider it. There is only debate on motions that are considered debatable.
Rescinding the motion is generally used in future meetings, not the day of. You can announce it early, before the meeting, at the Speaker’s discretion. But if you wait until the meeting you need 2/3 majority vote to pass it.

Ian Boschert: Brought a concern to WSG about landlords misleading tenants about Internet speeds. He feels Internet speeds are too slow in his Stettler Apartment but was told otherwise when signing a lease. University Services Director Luke Schalewski informed him of the phone number for violations and suggested he contact the free lawyer if he is very concerned.

Max Taylor: Common Council Re-Election
- Mr. Taylor has changed his mind about not running for re-election for his District 2 Common Council seat. He came to WSG asking for all District 2 resident votes in tomorrow’s election.

March 1st’s meeting started off with a few students raising concerns about Open Meetings Law regarding last week’s approval and voting of the signing of the Student Reps letter. Go Green Consulting visited us and asked for support with their “Recycle Trivia” day on April 5th. We listened to a presentation by Mr. Lynn Schattner about Cyber Solutions, a possible candidate for a new Housing Guide host. We also heard from Internal and External Committees and Officer Reports. Two pieces of legislation were discussed and a few new business items were brought to light.
3/1/10 Minutes
Student Issues and Concerns
Mr. Max Taylor and Ms. Rachel Mattke both brought concerns to the Senate about Open Meetings Law. They feel the Senate acted irresponsibly and illegally last week in voting on the signing of the Student Reps letter. They feel this action violated Open Meetings Law because it was not on the agenda and posted before the meeting.
Senator Andrew Whaley addressed the Senate about the difference between abstaining from voting and voting “ay” or “nay.” Abstaining from a vote is equal to voting “ay” in a sense.
Senator Stephen Jansen received a complaint from a constituent about the wording of updates online and consideration of Senators and Directors using computers and cell phones during the meeting. This issue has been addressed by the PR Committee previously and will be addressed again if need be.

- Requesting student government support for sustainability project

What we request from Student Government…
- We would like the PR committee to assist us in development
- We would like WSG Representatives to represent us inside classrooms
- We need help in collection of recyclable materials and building the model
What does this do for you?
- By joining our pledge team, WSG Representatives gain face-to-face interaction with students inside classrooms and faculty departments. Your participation will increase student visibility of Student Government, and help engage students in a cause important in society today.
The Senate moved to table the issue to the Public Relations Committee for review next week.
Cyber Solutions: Mr. Schattner
- Mr. Schattner is currently in South Dakota giving a presentation over Skype about the Housing Guide, trying to sell the Senate his company for a new housing guide.
- His service can provide 24/7/365 service, can import the existing housing guide information at no additional cost, can simplify the housing guide and user interfaces, can improve cash flow by accepting payments at the time of posting, can accept information feeds from inside and outside resources, can allow listings to be posted until they rent for one low price, among other things.
SUFAC: Mr. Draayers
- Finding a recommendation for the Sustainability Proposal, a possible Green Fund for campus.
- SUFAC’s recommendation is to have WSG create an Ad Hoc Committee to make sure the people who originally wrote the proposal were part of it and that there was some guidance from a SUFAC committee member.
- More WSG involvement is being requested because last year’s Senate charged the SUFAC committee to find something to do with the possible Green Fund.
- SUFAC will be part of New Business next week.

New Business
Assembly Bill 698: Mr. Scott Coenen
Analysis by the Legislative Reference Bureau
This bill amends the 2009-11 Authorized State Building Program to add one project for the University of Wisconsin System. The project consists of a renovation of Carlson Hall at the University of Wisconsin-Whitewater. The project is financed with $17,000,000 in existing general fund supported borrowing authority.
For further information see the state fiscal estimate, which will be printed as an appendix to this bill.
Ride Share & Advertisement Bulletin Board: Mr. Luke Schlewski
Students of UW-Whitewater are in need of a ride share program and an advertisement board. The ride share board will be in the UC and will consist of a quality map of WI and part of IL and a place for people to put their information. The advertisement pillar is located in the UC’s concourse. Look for more information next week from Luke.

3rd annual Rock for PEACE is this year Friday, April 30th 11 a.m.-9 p.m. at the Greenhouse Cafe. Union made t-shirts in the US are sold for $10 and profits go to Invisible Children in Uganda. Money will also be donated to the Whitewater Community Garden for the food to be donated to the Whitewater Food Pantry.

February 15th’s meeting didn’t have a lot of new things going on. Senator Vaver talked about the Constitutional Revision Committee and their future endeavors. And Senators Jansen and Vaver gave their report on the Chancellor’s LGBT Taskforce committee. Officer reports took up the main part of the meeting. Quick one tonight!

Issues going through Con. Revis. Comm. need to be put through Speaker Schoenemann and Senator Vaver by next Monday’s meeting. Anything that comes up of anyone wanting to change something in the constitution would be on the Senate agenda pending Con. Revis.’s approval. Please get any changes in to Schoenemann and Vaver by Friday morning, Feb. 19!
Chancellor’s LGBT Taskforce: Sens. Stephen Jansen and Ian Vaver
Any ideas to enhance students’ experiences on our campus please let this committee know. Should SafeWalk come back? What happens with campus police escorts? What if they’re on a call? Is the student stranded? The transitional period for transgender students can be rough, this committee’s trying to make the entire campus more neutral on issues. (i.e. name changes, identifying M/F, Homecoming King/Queen)

- any documentation relating to a potential merger
- recommendations made by the Student Reps Group

- any Legislation regarding a merger if recommended.

During business we need to make sure there’s a motion on the floor before people speak. Whitewater Student Government Elects New Officials for Spring 2010 Semester
Whitewater, Wisconsin – January 27, 2010 – Whitewater Student Government filled several open positions in the senate Monday, January 25, including speaker and deputy speaker.
UW-Whitewater juniors, Senators Justin Schoenemann and Curtissa McMillian were elected speaker and deputy speaker, respectively. Both Schoenemann and McMillian said they are excited to be in their positions and have big plans for the semester.
Schoenemann plans to work with the constitutional review committee to bring new legislation to WSG. Enforcing existing WSG rules and regulations is McMillian’s main focus for the semester.
Sophomore Andrew Whaley was re-elected into the parliamentarian position and junior Anna Schwarz was confirmed as the WSG clerk. Schwarz was selected in the fall semester to serve as clerk for the spring semester, but needed this semester’s senate to approve the selection.
WSG President Tim Scully said each person in a new position stands a good chance of succeeding in their respective positions.
“I look forward to working with each person who was elected and I hope they all are able to do a good job for WSG,” Scully said.

December 7th’s meeting was the last meeting of the semester. It was full of Internal and External Committee reports and Officer reports. We enjoyed refreshments provided by Chartwells. Happy Winter Break Everyone!!
Internal Committee Reports
Constitutional Revision Committee: Wednesday, 9 a.m., WSG office (Sen. VerVelde)
- Section 10 was not looked into, will continue to look at it going into next semester.
- Meeting tentative for this Wednesday, will be cancelled if classes are cancelled or driving conditions are unsafe.
External Committee Reports
Chancellor’s Committee on Disability Concerns: Friday, Dec. 4 (Sen. Schoenemann)
- DARC Model: Department Accessibility Research Coordinators. Universal teaching resources that all students can use. UW-Milwaukee’s using YouTube, Facebook, etc.
- If DARC comes to UW-Whitewater they’ll ask a WSG Senator to serve on the committee
- Committee members liked the idea, looks like it’s coming to campus as of now but there are a lot of details to work out.
Snow Removal Committee: Friday, Dec. 4 (Sens. Gilbert and Schoenemann)
- Informed University that e-mail goes to only some students about lot clearing. Hopefully that will be corrected. They’re also informing professors so they can inform students.
- No sand will be used to take care of ice problem. Using new ice that can handle -15 degree weather.
- New equipment will be used for snow removal to be more efficient.
- Might suggest angled parking for parking lots, but this will get rid of some spaces.
- Staircases should not be closed unless they’re damaged.
- General complaints about snow removal can go to 262-472-1320.
- Next semester’s committee members should also be on Parking Committee.
United Council: Saturday, Dec. 5 (Sens. Vaver, Gilbert, Director Coenen)
- UW-Parkside wants to hire an attorney to bring charges against their previous chancellor.
- At UW-Parkside non-student workers called Limited Term Employees (LTE) are forced to take a class which in turn makes them a student. Confusing but an important issue.
- Issues affecting students in other states: Pennsylvania–student taxes. California–tuition raised 32%, student protests. Handouts available–Talk to Sen. Gilbert
