<li>The Elections Committee called all the numbers on the nomination forms and did not reach the 200 threshold mark the Senate moved for the committee to meet in order to require the Andrew Whaley/Jacob Maki to be considered valid.</li>
<li>Mr. Horlacher is bringing the committee&#8217;s report to the Senate for them to decide what to do with the elections.</li>
</ul>
<p>Unfinished Business</p>
<p>Election Committee Recommendation: Mr. Cody Horlacher</p>
<p>1.  Approve Slate As Is</p>
<ul>
<li>85% of the signatures were approved of the 200 signatures</li>
<li>Senator Stephen Jansen moved to approve the slate as is. Senator Curtissa McMillian seconded.</li>
<li>The motion passes by simple majority 7-4-3.</li>
<li>Senator Jansen moved to overrule the Speaker&#8217;s interpretation of the definition of the word &#8220;obtain&#8221; (Pertaining to the Standing Rules) The motion failed 2-9-3.</li>
<li>Senator Karen Drydyk moved to suspend the Standing Rules 10.4e and 10.4h. Senator Jansen seconded. In order for the slate to be considered valid, these rules would need to be suspended in this case because of what&#8217;s stated in the Standing Rules.</li>
</ul>
<blockquote><p>10.4 E.	Any slate or candidate seeking executive position must obtain two hundred signatures. Fifty must come from each individual district, and fifty additional signatures must come from any other UW-Whitewater students. The signatures must have phone numbers, addresses, and dates following the name. All signatures must be from current UW-Whitewater students.</p>
<p>10.4 H.	All write-in candidates must file the required amount of signatures within two weeks of the approval of the election results.</p></blockquote>

<li>Not all of the signature sheets signed by 200+ students for the Andrew Whaley/Jacob Maki slate were completely filled out at the top. This means there was no proof that students knew what exactly what they were signing.</li>
<li>The Elections Committee did not validate the signatures and is now bringing their decision to the Senate.</li>
</ul>
<p><strong>Election Committee Decision Appeal:</strong> Sen. Andrew Whaley</p>
<ul>
<li>Sen. Whaley presented an appeal of the Election Committee&#8217;s decision on behalf of the Andrew Whaley/Jacob Maki slate disqualification.</li>
<li>The motion to overturn the Election Committee&#8217;s decision to invalidate the Whaley/Maki slate signatures passed with a vote of 11-3-2.</li>
<li>Sen. Abbott motioned to have the Election Committee validate signatures using the previous script under assumption of Andrew Whaley as President and Jacob Maki as Vice President until 200 signature threshold is met and if the threshold of 200 signatures is not ever met the slate will be considered invalid. If the signatures are valid or not the Elections Chair will submit a report in writing to the President &amp; Vice President-Elect by 3 p.m. on Friday, May 7, 2010. If valid the President &amp; Vice President-Elect will be considered approved by the Senate. This result will be sent over the Public Listserv by 5 p.m. Friday, May 7, 2010. If the signatures are invalid, the Election Committee will return to the Senate with a recommendation in special session at 7 p.m., Monday, May 10, 2010. The Senate passed this motion.</li>

<p style="text-align: left;"><strong>Sen. Samuel Gilbert</strong> would like to asked the Senate and members in the Gallery to take a moment of silence for students who have passed away in the past year.</p>
<p style="text-align: left;"><strong>Rachel Mattke</strong> encourages Senators to update themselves on Robert&#8217;s Rules of Order, Standing Rules, and Constitution.</p>
<p style="text-align: left;"><strong>Patrick Broderick</strong> and the organization he is a part of will be putting together quarter sheets to explain what their meetings and org are about. He suggests that WSG put together something similar for students and gallery members.</p>

<li>Under &#8220;Old Business&#8221; (2) (a) for the UC observation deck plans: no additional trees will be affected. The project was supposed to start over summer; however, we could not approve the plans because there was a lack of consensus in the committee and the chancellors office.  There are some additional places they would like to place the deck including: updating the old deck and having a dual deck system (one sun the other shade); having the deck more towards the intersection due west of the UC; and the final proposed spot was down towards the mall , which would over look the new water feature. (b) The Sawyer Memorial Garden (SMG) is going next to Upham. I know I mentioned that the sustainability garden was going there, that is actually going over on the north side of Roseman.  The SMG has been approved by the chancellors office, hence the brown grass.  Another update on the sustainability garden (c), it still needs to be approved by the chancellors office.  The ROTC will be training in the Prairie and Friars Woods, there will be postings at the beginning of the trails to warn people of the military activities.</li>
<li>Under New business: We approved the plans for landscaping of the UC &amp; Moraine Hall (book rental).  Just have to say the plans are pretty sweet!  Also the Disc golf course has expanded to 18 holes (from 12).  The on campus dis golf group asked the committee if they could put 3&#215;6 concrete pads for tee boxes at the beginning of each hole; the committee approved approved.  If anyone has any additional questions please feel free to email me.  Thats all the updates I have, have a great and safe summer.</li>

<p style="text-align: left;"><strong>Senator Hagen Kaczmarek</strong> feels when WSG has guests visiting campus for listening sessions it should be PRed better and we should have more of an inviting atmosphere for them.</p>
<p style="text-align: left;"><strong>President Tim Scully </strong>feels next year WSG should work towards getting the on-campus polling place to only be here for state and national elections because student interest is not there for local elections.</p>

<li>Senator Jansen made a motion to rescind the motion made last week on the housing guide decision.</li>

<li>“Our committee recommends that the university through its governance processes adopt and implement shared essential learning outcomes for all UW-W students earning a bachelor’s degree.”</li>

<p><strong>Housing Guide Veto</strong></p>
<ul>
<li><a class="aligncenter" title="Pres. Scully's Memo" href="https://docs.google.com/fileview?id=0B-VSJxoschs1MzI1ODQzYjMtZTU4OC00YzA5LTkxODAtMzYwMjdkYzBlODU3&amp;hl=en" target="_blank">President Scully&#8217;s Memo</a></li>
<li>The Senate needs 2/3 majority to override President Scully&#8217;s veto.</li>
<li>A motion was made to override the Speaker&#8217;s decision of 10 minutes non-extendable debate time. The motion failed 6-9-1.</li>
<li><strong>Sen. Whaley</strong> moved to override the veto made by Pres. Scully. He feels we spent ample time discussing this decision and thinks we should stick with the decision the Senate made last week.</li>
<li><strong>Sen. Abbott</strong><strong> </strong>thanked Pres. Scully for looking into the issue and has specifically put concerns public. She feels it&#8217;s in the best interest of the students to stand behind Pres. Scully&#8217;s decision.</li>
<li><strong>Sen. Jansen</strong> thinks the time Pres. Scully took to align his concerns was appropriate but disagrees. He brought up the response time and feels NoMoreDorms&#8217;s response time of 12 hours is adequate. Sen. Jansen agrees with Pres. Scully&#8217;s concern about seamless integration. He feels the Senate needs to be thinking more in terms of the future about E-mail and telephone services, instead of taking Pres. Scully&#8217;s opinion.</li>
<li><strong>Sen. Gilbert</strong> looked up the 2/3 clarification and found that 11 our of 16 Senators is needed to override Pres. Scully&#8217;s veto.</li>
<li><strong>Sen. Neerhof</strong> feels the Senate should stick with its original decision.</li>
<li><strong>Sen. Bomberg</strong> feels the Senate should follow through with the IT Committee&#8217;s suggestion of using CyberSolutions as the Housing Guide choice.</li>
<li>It was clarified that this veto is not suggesting the Senate choose CyberSolutions, but only to strike out the decision of the Senate to go with NoMoreDorms.com.</li>
<li><em>Motion to override the decision by Pres. Scully failed 8-8.</em></li>
<li><em>Sen. Neerhof moved to reconsider the previous motion. The motion passed 9-7.</em></li>
<li><em>Sen. Jansen moved to extend discussion for 10 mins. with the inclusion of the previous Speaker&#8217;s List.</em></li>
<li><strong>Sen. Drydyk</strong> feels this veto is bringing on wasted time and the Senate&#8217;s indecisiveness is negatively affecting the original need for a new housing guide. She thinks we need to override Pres. Scully&#8217;s veto.</li>
<li><strong>Sen. Jansen</strong> wanted to say whatever reservations we have against NoMoreDorms.com, don&#8217;t you believe we should have a working relationship with the company we chose? NoMoreDorms.com is closer to us and he feels CyberSolutions only throws money at the problem rather than work with us.</li>
<li><strong>Mr. Rogers, IT</strong> believes CyberSolutions is out of the question. He is in full support of supporting a local entrepreneur. He does not feel the necessary needs of the student government were shown in any proposal. He is also a believer of fair business and does not agree with the propaganda (targeted, biased information) that was sent to Senators who voted against the housing guide decision.</li>
<li><strong>Sen. Neerhof</strong> pointed out Pres. Scully&#8217;s point of whether or not we have a housing guide to provide service to students. Ms. Jan Bilgen says all contracts are negotiable but she would not do that without Senate approval. The contact needs to be changed because there were some things not stated clearly in the RFP such as terms and conditions that are mandatory by the state.</li>
<li><strong>Sen. Whaley</strong> wants to remind the Senators who they&#8217;re representing. Which website would they rather go to when in need of services? NoMoreDorms or our current site?</li>
<li><strong>Sen. Abbott</strong> brought to light the e-mails she received trying to persuade her to vote the opposite way she originally did. She feels she has gotten a chance to speak with students and none of the e-mails she received were from students.</li>
<li><strong>Sen. Drydyk</strong> feels the e-mails sent were representative of business owners trying to get business from WSG and should be expected as Senators.</li>
<li><em>The motion on the floor is to override the veto by the President. The motion failed 9-7.</em></li>

A certain strategy could be that if you feel like a motion&#8217;s going to fail then you should agree to fail with it so you can move to reconsider it. <p style="text-align: left;"><strong><span style="font-weight: normal;">Mr. Max Taylor and Ms. Rachel Mattke both brought concerns to the Senate about Open Meetings Law. They feel the Senate acted irresponsibly and illegally last week in voting on the signing of the Student Reps letter. They feel this action violated Open Meetings Law because it was not on the agenda and posted before the meeting.</span></strong></p>
<p style="text-align: left;"><strong><span style="font-weight: normal;">Senator Andrew Whaley addressed the Senate about the difference between abstaining from voting and voting &#8220;ay&#8221; or &#8220;nay.&#8221; Abstaining from a vote is equal to voting &#8220;ay&#8221; in a sense.</span></strong></p>
<p style="text-align: left;">Senator Stephen Jansen received a complaint from a constituent about the wording of updates online and consideration of Senators and Directors using computers and cell phones during the meeting. This issue has been addressed by the PR Committee previously and will be addressed again if need be.</p>

<p><strong>Cyber Solutions: </strong>Mr. Schattner</p>
<ul>
<li>Mr. Schattner is currently in South Dakota giving a presentation over Skype about the Housing Guide, trying to sell the Senate his company for a new housing guide.</li>
<li>His service can provide 24/7/365 service, can import the existing housing guide information at no additional cost, can simplify the housing guide and user interfaces, can improve cash flow by accepting payments at the time of posting, can accept information feeds from inside and outside resources, can allow listings to be posted until they rent for one low price, among other things.</li>
</ul>
<p><strong>SUFAC</strong><strong>:</strong> Mr. Draayers</p>
<ul>
<li>Finding a recommendation for the Sustainability Proposal, a possible Green Fund for campus.</li>
<li>SUFAC&#8217;s recommendation is to have WSG create an Ad Hoc Committee to make sure the people who originally wrote the proposal were part of it and that there was some guidance from a SUFAC committee member.</li>
<li>More WSG involvement is being requested because last year&#8217;s Senate charged the SUFAC committee to find something to do with the possible Green Fund.</li>
<li>SUFAC will be part of New Business next week.</li>

<p style="text-align: left;"><strong>Assembly Bill 698:</strong> Mr. Scott Coenen</p>
<p style="text-align: center;"><strong>Analysis by the Legislative Reference Bureau</strong></p>
<p style="text-align: left;">This bill amends the 2009-11 Authorized State Building Program to add one project for the University of Wisconsin System. The project consists of a renovation of Carlson Hall at the University of Wisconsin-Whitewater. The project is financed with $17,000,000 in existing general fund supported borrowing authority.</p>
<p style="text-align: left;">For further information see the <em><strong>state</strong></em> fiscal estimate, which will be printed as an appendix to this bill.</p>
<p style="text-align: left;"><strong>Ride Share &amp; Advertisement Bulletin Board:</strong> Mr. Luke Schlewski</p>
<p style="text-align: left;">Students of UW-Whitewater are in need of a ride share program and an advertisement board. The ride share board will be in the UC and will consist of a quality map of WI and part of IL and a place for people to put their information. The advertisement pillar is located in the UC&#8217;s concourse. Look for more information next week from Luke.</p>

<p><strong>Whitewater Student Government Elects New Officials for Spring 2010 Semester</strong></p>
<p><em>Whitewater, Wisconsin – January 27, 2010</em> – Whitewater Student Government filled several open positions in the senate Monday, January 25, including speaker and deputy speaker.</p>
<p>UW-Whitewater juniors, Senators Justin Schoenemann and Curtissa McMillian were elected speaker and deputy speaker, respectively. Both Schoenemann and McMillian said they are excited to be in their positions and have big plans for the semester.</p>
<p>Schoenemann plans to work with the constitutional review committee to bring new legislation to WSG. Enforcing existing WSG rules and regulations is McMillian’s main focus for the semester.</p>
<p>Sophomore Andrew Whaley was re-elected into the parliamentarian position and junior Anna Schwarz was confirmed as the WSG clerk. Schwarz was selected in the fall semester to serve as clerk for the spring semester, but needed this semester’s senate to approve the selection.</p>
<p>WSG President Tim Scully said each person in a new position stands a good chance of succeeding in their respective positions.</p>
<p>“I look forward to working with each person who was elected and I hope they all are able to do a good job for WSG,” Scully said.</p>

<ul>
<li><span style="line-height: 19px;">DARC Model: Department Accessibility Research Coordinators. Universal teaching resources that all students can use. UW-Milwaukee&#8217;s using YouTube, Facebook, etc.</span></li>
<li>If DARC comes to UW-Whitewater they&#8217;ll ask a WSG Senator to serve on the committee</li>
<li>Committee members liked the idea, looks like it&#8217;s coming to campus as of now but there are a lot of details to work out.</li>
</ul>
<p><strong>Snow Removal Committee:</strong> Friday, Dec. 4 (Sens. Gilbert and Schoenemann)<img class="alignright size-thumbnail wp-image-138" title="Snow Removal" src="http://www.whitewatersgblog.org/wp-content/uploads/2009/12/snow_plow1-150x150.jpg" alt="Snow Removal" width="150" height="150" /></p>
<ul>
<li>Informed University that e-mail goes to only some students about lot clearing. Hopefully that will be corrected. They&#8217;re also informing professors so they can inform students.</li>
<li>No sand will be used to take care of ice problem. Using new ice that can handle -15 degree weather.</li>
<li>New equipment will be used for snow removal to be more efficient.</li>
<li>Might suggest angled parking for parking lots, but this will get rid of some spaces.</li>
<li>Staircases should not be closed unless they&#8217;re damaged.</li>
<li>General complaints about snow removal can go to 262-472-1320.</li>
<li>Next semester&#8217;s committee members should also be on Parking Committee.</li>
</ul>

<li>UW-Parkside wants to hire an attorney to bring charges against their previous chancellor.</li>
<li>At UW-Parkside non-student workers called Limited Term Employees (LTE) are forced to take a class which in turn makes them a student. Confusing but an important issue.</li>
<li>Issues affecting students in other states: Pennsylvania&#8211;student taxes. California&#8211;tuition raised 32%, student protests. Handouts available&#8211;Talk to Sen. Gilbert</li>
