The meeting on April 12th started off with moving New Business to go after Speakers. We had two items under Speakers including the University’s Adoption of LEAP and Dr. Rios speaking about Non-Allocable Segregated Fees. A veto brought to the Speaker’s attention by President Scully was discussed and stands.

Non-Allocable Segregated Fees: Dr. Tom Rios
- The only changes from this year to next year in Non-Allocable Fees are: 2.09% change in Student Center, .72% change in Leadership Development, 6.22% change in Health Center, 25.74% change in Williams Center Addition, 4.55% change in Municipal Services.
- TOTAL NON-ALLOCABLE: 3.13% change
- TOTAL SEGREGATED FEE WITH TEXT RENTAL: 3.71% change
University’s Adoption of LEAP: Dean Mary Pinkerton, Dr. Lois Smith, Dr. Tom Rios
- “Our committee recommends that the university through its governance processes adopt and implement shared essential learning outcomes for all UW-W students earning a bachelor’s degree.”

- The Senate unanimously voted to table this item to next week’s agenda. The Speaker will put it under Unfinished Business.
New Business
Housing Guide Veto
- President Scully’s Memo
- The Senate needs 2/3 majority to override President Scully’s veto.
- A motion was made to override the Speaker’s decision of 10 minutes non-extendable debate time. The motion failed 6-9-1.
- Sen. Whaley moved to override the veto made by Pres. Scully. He feels we spent ample time discussing this decision and thinks we should stick with the decision the Senate made last week.
- Sen. Abbott thanked Pres. Scully for looking into the issue and has specifically put concerns public. She feels it’s in the best interest of the students to stand behind Pres. Scully’s decision.
- Sen. Jansen thinks the time Pres. Scully took to align his concerns was appropriate but disagrees. He brought up the response time and feels NoMoreDorms’s response time of 12 hours is adequate. Sen. Jansen agrees with Pres. Scully’s concern about seamless integration. He feels the Senate needs to be thinking more in terms of the future about E-mail and telephone services, instead of taking Pres. Scully’s opinion.
- Sen. Gilbert looked up the 2/3 clarification and found that 11 our of 16 Senators is needed to override Pres. Scully’s veto.
- Sen. Neerhof feels the Senate should stick with its original decision.
- Sen. Bomberg feels the Senate should follow through with the IT Committee’s suggestion of using CyberSolutions as the Housing Guide choice.
- It was clarified that this veto is not suggesting the Senate choose CyberSolutions, but only to strike out the decision of the Senate to go with NoMoreDorms.com.
- Motion to override the decision by Pres. Scully failed 8-8.
- Sen. Neerhof moved to reconsider the previous motion. The motion passed 9-7.
- Sen. Jansen moved to extend discussion for 10 mins. with the inclusion of the previous Speaker’s List.
- Sen. Drydyk feels this veto is bringing on wasted time and the Senate’s indecisiveness is negatively affecting the original need for a new housing guide. She thinks we need to override Pres. Scully’s veto.
- Sen. Jansen wanted to say whatever reservations we have against NoMoreDorms.com, don’t you believe we should have a working relationship with the company we chose? NoMoreDorms.com is closer to us and he feels CyberSolutions only throws money at the problem rather than work with us.
- Mr. Rogers, IT believes CyberSolutions is out of the question. He is in full support of supporting a local entrepreneur. He does not feel the necessary needs of the student government were shown in any proposal. He is also a believer of fair business and does not agree with the propaganda (targeted, biased information) that was sent to Senators who voted against the housing guide decision.
- Sen. Neerhof pointed out Pres. Scully’s point of whether or not we have a housing guide to provide service to students. Ms. Jan Bilgen says all contracts are negotiable but she would not do that without Senate approval. The contact needs to be changed because there were some things not stated clearly in the RFP such as terms and conditions that are mandatory by the state.
- Sen. Whaley wants to remind the Senators who they’re representing. Which website would they rather go to when in need of services? NoMoreDorms or our current site?
- Sen. Abbott brought to light the e-mails she received trying to persuade her to vote the opposite way she originally did. She feels she has gotten a chance to speak with students and none of the e-mails she received were from students.
- Sen. Drydyk feels the e-mails sent were representative of business owners trying to get business from WSG and should be expected as Senators.
- The motion on the floor is to override the veto by the President. The motion failed 9-7.
- President Scully’s veto stands.
Video to promote WSG: Mr. Lane Kimble
- Mr. Kimble is going to create a video to promote WSG for his class. He hopes to interview Senators for the video to give WSG a positive piece to put on our homepage, on Facebook, and YouTube.
- Project is due May 10th but Mr. Kimble would like to have a script ready

- “Political blocs” was described as any idea, theory, knowledge creation formed into a platform.

- Coils in Drumlin need to be rewound so Players Grill will be closed this Friday and Saturday.

- Next week, hopefully, the director of health services will be talking to SHAC about wellness project. He’s going to explain what the wellness project is and what he’s looking for SHAC to do.

PARLIAMENTARIAN’S TIPZ OF THE WEEK
Reconsidering a motion is generally practiced on the day of a motion. The prevailing side is the only side that can reconsider a motion. A certain strategy could be that if you feel like a motion’s going to fail then you should agree to fail with it so you can move to reconsider it. There is only debate on motions that are considered debatable.
Rescinding the motion is generally used in future meetings, not the day of. You can announce it early, before the meeting, at the Speaker’s discretion. But if you wait until the meeting you need 2/3 majority vote to pass it.

The December 1st meeting was called as a Special Session to the originally scheduled November 30th meeting. Only Unfinished and New Business dealing with SUFAC (Segregated University Fee Allocation Committee) appeals and budget action was addressed.
Unfinished Business
The Chinese Student and Scholarship Association appealed the allocated funds to their organization. CSSA is requesting $2,600 total to help fund events such as the Mood Festival Celebration, Chinese Spring Festival Celebration and a Mandarin language class offered to the community at Whitewater High School.
New Business
Members of the SUFAC committee joined us to hear the SUFAC appeals and action to be taken. Learn about SUFAC at http://www.uww.edu/involve/policy/sufac.php. On tonight’s agenda, new stipulations, the Homecoming Steering Committee, the Chinese Student and Scholarship Association and all other organizations were discussed.
New Stipulations from SUFAC
12. Special Events Support: The funding of the Special Events Support Policy should be included in the non-allocable budget of the Leadership Center or the University Center.
13. Student Sustainability Fund (Sage): The SUFAC Committee has reviewed and tabled the funding request of the Student Sustainability Fund for 2010-11 to the Spring semester of 2010.
The Homecoming Steering Committee’s budget appeal was approved.
The Chinese Student and Scholarship Association’s budget appeal was approved for $600.
All other organization budget appeals were approved with discussion about Intercollegiate Athletics Men/Women and Latinos Unidos.

Student Issues and Concerns

Unfinished Business
Mr. Mike Cohen and Mr. Harry Draayers joined us to hear the SUFAC appeals (Segregated University Fee Allocation Committee). To learn more about what exactly SUFAC is and who qualifies for SUFAC funds check out: http://www.uww.edu/involve/policy/sufac.php.
On tonight’s agenda, the Homecoming Steering Committee has come to appeal. The 2009 Homecoming Steering Committee chair Nicolle McClain spoke on behalf of the committee who requested a 2% increase. The committee was not allocated that money in the SUFAC’s suggested budget. The addition to plexiglass to the HSC budget would accommodate disabled students in the Window Painting contest that takes place during Homecoming week. Action for this appeal will occur at next week’s meeting.

Constitutional Revision Committee: Wednesday, 9 a.m., WSG office (Sens. VerVelde, Jansen and Vaver)
- Finalization of Online Voting revisions needs to have a set deadline soon.
- Working on a new job description for the Legislation Affairs Director.

- Campus is working on a Safety week for the campus.

Stand Out Officer Reports
President Tim Scully: FEEDBACK ITEM [scullyta20@uww.edu] Riley and I met with Chancellor Telfer. Since the funds for lab printing are paid for directly by students they go right back to students in the event of a surplus. Members of the technology fee committee that meets in February, should expect to allocate funds to other special tech projects at that time. (The computer lab outside of C & LD is an example of student tech fee funds.)
Clerk Selection Timeline Announced
The Clerk position is a position that is January-December. Anna’s term expires at the end of the year and we would like to have a clerk selected before the end of the semester. Applications will be sent out via the public listserv tonight along with the timeline for selection. Applications will also be available Tuesday morning outside of the office along with the posted timeline. Stay tuned to the WSG website for an application available online. If you have any questions about the position, feel free to talk to Tim, Riley, or Jan.

November 16th’s meeting was action packed with updates from external and internal committees, SUFAC information, elections results, and campus polling place funding! There’s a lot but hopefully you can find what you’re looking for!
A special guest presentation by Mike Cohen on SUFAC (Segregated University Fee Allocation Committee) started at 6 p.m. in UC 259. Stand Out Officer Reports
President Tim Scully: FEEDBACK ITEM [scullyta20@uww.edu] iCIT Lab Printing Proposal. A proposal was submitted to Chancellor’s Staff regarding print limit. The limit being proposed is 1,800 sheets per year. Any sheets thereafter would be charged $.05 per sheet. If you print double sided this is 3,600 sheets. Do you think there should be a limit to printing? If so, what should the limit be??

Point of Order–If you feel like something’s out of order and rules aren’t being followed, stand and say “point of order” to the Speaker. After recognized, explain yourself and the Speaker can decide the fate of your concern.
Unfinished Business
Elections Results
Tie-breaker between Sen. Jonathan Bomberg, Sen. Jordan Hartwig, and Hannah Bruton for Esker District 5th seat. Majority vote elected Jordan Hartwig to the seat with 9 votes! The elections results were approved by the Senate.
Campus Polling Place Funding
The funding request was approved by the Senate. Now all that’s needed is the approval of the Chancellor!

Here’s a quick summary of our November 9th meeting!
No new senators were appointed to off-campus seats but we still have 7 open off-campus seats! Come to our next meeting and get appointed! As far as the on-campus polling place fundraising goes, $6,000 has been raised with the help of the Residence Hall Association and Student Foundation. See the press release below for more details.

STAND OUT Reports:
President Tim Scully gave us an update on the Online Voting issue. He connected with iCIT and they’re willing/able to do the programming needed to get online voting up and running. He also attended the Student Reps Conference with Clerk Anna Schwarz last weekend and discussed in great detail how we can reorganize to best serve our campuses and our state.
University Services Director Luke Schalewski brought us an update on the housing guide. So far an estimated $1,700 will be raised from landlords currently using the website. We’re trying to get DLK on board but so far it’s not working so well.
Information/Technology Director Jay Rogers updated the website ridiculously well and added this cool blog feature for us to keep the public more informed! www.whitewatersg.org Go exploring!!
Public Relations Director Karri Duerwachter and her committee talked about an idea E-board had about a Crosswalk Campaign. We decided the students need to start doing something about the Main Street crosswalk craziness that’s been going on! We’re going to work on signs to put on the light posts and possibly a WSG music video to “Push It (Push it good)” to go along with the campaign. Hopefully this will keep students aware and to stop being ignorant when crossing the street. No more accidents!!
NOVEMBER 9 PRESS RELEASE:
UW-Whitewater Commits Funds for Expansion of the On-Campus Polling Place
Whitewater, Wisconsin – November 9, 2009 – Whitewater Student Government, along with the Residence Hall Association and Student Foundation are prepared to commit $12,155 for the purchase of additional polling machines for use in elections that are to be held on campus, more specifically for additional use by residents of District 5, Ward 10.
Whitewater Student Government committed $6,155, the Residence Hall Association committed $4,000, and Student Foundation committed $2,000 toward the cost of the polling machines.
Once the machines are received by the City of Whitewater, Whitewater Student Government will process payment to the City of Whitewater.
The on-campus polling place should be ready for use by 2010 elections. The elections will be located in the University Center on UW-Whitewater’s campus.
Until now, only the West side residence halls (Lee, Fricker, Clem, Bigelow, Arey, Benson, Fischer, Goodhue halls) were able to vote on campus, while the students living in the residence halls on the East side of campus (Wells West, Wells East, Wellers, Knilans, Tutt halls) had to travel to the Whitewater Armory for elections.
